In recent years, cultural management has been considered as an appealing topic by organizational researchers. In other words, cultural capital involves development of constructive and permanent relationship among countries, nations and businesses. Present research aims to determine priorities of extra-organizational development based on cultural cluster analysis. For this purpose, hierarchy analysis process and hierarchy clustering tools have been utilized. Research data has been gathered through polling from professors of Tehran university management faculty with hierarchical analysis process and also secondary data related to value dimensions is prepared from club studies. Results indicated that cultural values of power distance, performalism and group (family) collectivism have the highest importance in cluster determination. In addition, on the contrary of results of former studies, clustering results was confirmatory to cultural convergence among Iran, Turkey and Morocco. Although, from a long time ago, cultural values are supposed to be factors in fortifying and developing relationships between governments, nations and businesses, In international relations other impressive factors should be considered such as political factors, economical factors, technology factors and …
